Student Loans Forgiveness, particularly the Public Service Loan Forgiveness (PSLF) program which President Donald Trump is trying to change. People who work for the government and non-profit organizations are eligible for forgiveness under this program. But many are worried about the changes. Let’s break this down.
In 2007 the Public Service Loan Forgiveness program was created. This is for people who work for non-profit or government organizations like teachers, firefighters or nurses. The outstanding balance of a loan is forgiven if someone makes payments for 10 years. Millions have benefited from this program but Trump wants to change it.
According to Trump this program helps companies that commit misconduct. According to their new rules if a company commits “misconduct” its employees will not be eligible for Student Loans Forgiveness. Immigration, terrorism and issues related to transgender people are considered misconduct. These changes will take effect July 1, 2026.
The Education Department will decide which groups are considered misconduct under the new rules. Many are worried that groups that support transgender teens or immigrants will be targeted. This may prevent government employees, teachers, doctors and other professionals from getting student loans forgiveness.
These rules according to Betsy Mayotte president of The Institute of Student Loans Advisors seem to be politically motivated. She says the Education Department should not have that much power. She says the entire hospital system or state governments may also be excluded from PSLF under these rules. This will affect millions of people.

Over a million people have had their debt forgiven through the PSLF program so far. People in these professions include park rangers, teachers and nurses. This program was created by Congress to encourage people to take low paying jobs in the public sector. But Trump says the wrong groups are benefiting from this program.
In March Trump issued an order that groups that break immigration laws or promote terrorism should not be included in PSLF. He also attacked groups that provide medical care to transgender teens. They say these groups are against “American values”.
Many are objecting to this. If these rules are enforced strictly the shortage of doctors and nurses will get worse according to Emeka Oguh CEO of PeopleJoy. He suggests instead of targeting the whole hospital system, just certain parts should be targeted. But the Education Department has not given examples of which organizations will be affected.
Some are worried these rules will make it harder to get student loans forgiveness. According to Alyssa Dobson, financial aid director at Slippery Rock University, these rules will impact whole towns or systems. People who have been working towards debt forgiveness for years will suffer because of it.
PSLF is just getting started. The Education Department has released a draft plan and it’s being debated. It’s being opposed by several groups. They say these rules are illegal and need congressional approval before they can be implemented. It may even end up in court.
Millions of people who are currently working under the assumption they’ll get Student Loans forgiveness will have to start looking for other jobs if these rules go into effect. This will be a huge impact on their lives. Especially for those already working low paying jobs. The job market will get even tighter because of these changes.
